We are a 501(c)(3) local, non-profit, volunteer based organization that has been providing assistance to the Tri-Cities community since 1995. POPP is dedicated to promoting responsible pet care and the prevention of unwanted litters of kittens and puppies in our community. We provide a non-lethal solution to the problem of pet overpopulation by offering low cost spay/neuter options. Our low-cost spay and neuter clinic, located at 1506 N. Road 40 in Pasco, Washington serves an urgent community need and facilitates our integration amongst area animal shelters, foster programs and TNR groups. Through spay and neuter programs, the number of healthy, adoptable animals that are euthanized as a means of population control can be greatly reduced.
In addition, POPP maintains a foster/adoption program for abandoned or homeless pets. These rescued animals are in need of a second chance. Thy have been surrendered, abandoned, homeless, victims of abuse and neglect or are simply a result of pet overpopulation. Our policy is to provide them loving foster homes, with our volunteers, veterinary care, including vaccinations, spay/neuter and to microchip them and to continue to care for them until they are adopted into a forever home. This is all possible only through the support and generous donations of others like you. POPP depends on our dedicated network of volunteers and supporters to fulfill and promote our mission to end pet overpopulation.

Mission Statement
The purpose of POPP shall be to promote responsible pet ownership by educating the public regarding spaying and neutering their pets, spay/neuter assistance, and providing various methods of caring for and finding homes for feral, abandoned and/or homeless pets.
