POPP provides discounted spay/neuter services for pets belonging to income-qualified individuals and families.
*Clients must meet income requirements listed below.

We have a special discounted program for shelters, rescues, and TNR groups. We also offer invoicing for 501(c)(3) nonprofits. Rabies Vaccine
Rabies vaccinations are required by the Washington State Department of Health for all animals over 12 weeks of age. Our veterinarian will not vaccinate a pet that does not match the development of a pet 12+ weeks old. The situation where this occurs more often is in puppies/kittens that were orphaned and bottle-raised by humans, as their development is often delayed.

Our surgery packages include the rabies vaccine.
*We will not accept tags as proof of current vaccination.

Here’s a summary of the process
- A brief examination
- Sedation and pain medication
- General anesthesia
- A spay or neuter surgery
- Small tattoo on the belly to show that your pet has been spayed/neutered
- Pets are dropped off the morning of surgery between 7:30-8:00 AM, and pets are ready to be picked up in the late afternoon
- Dogs are sent home with pain medication and an Elizabethan collar (e-collar to prevent licking.
- Cats receive a long-lasting pain injection on surgery day
What is the difference between a stray/community cat and a feral cat?
When scheduling a cat that is not your house pet, it is important that you know what you are bringing in and how best to transport the cat.
Stray Cat: A stray cat was once a pet and is accustomed to humans (can be held, cuddled). They may seek out human contact, food or affection and can be re-homed (Can come in a pet carrier for surgery).
Feral Cat: Fearful, will not allow handling, dangerous to handle, aggressive, hides from people. These cats can not be re-homed and will be happiest when returned to their outdoor home/colony (Must come in a trap or will be turned away). Full payment for surgery is due at the time of scheduling.
We accept cash, debit, and credit cards (we do not accept CareCredit). You will be notified of additional charges due at the time of check in.
Who We Serve
In compliance with Washington State law, subsidized spay and neuter services are available only for pet owners who qualify based on household income. Requirements are based on HUD income Eligibility Guidelines effective April 1, 2025
